CES SIGNIFICANT ACCOMPLISHMENTS

(Period Covered: June 26- July 2, 2021)

Administrative Accomplishments

The following are the significant accomplishments of CES for the period covered June 26- July 2, 2021 under the leadership of PBGEN PATRICK T VILLACORTE, Director:


1. Participated in the simultaneous conduct of BARANGAYanihan Project at NHQ CES and its 17 Regional Units on June 26, 2021.













2. RCEU 5 conducted a 2-day Seminar on Basic Radio Operations and Preventive Maintenance to the members of the RMFB PRO5 at their Multi-purpose Hall, Camp BGen Simeon A Ola, Legazpi City on June 29-30, 2021.










3. PBGEN PATRICK T VILLACORTE, Director, CES showed great support and appreciation to the retirees of the PNP CES during the SALAMAT KAPATID Program with PGEN GUILLERMO LORENZO T ELEAZAR, Chief, PNP at the MPC on July 2, 2021, 3:00PM.










4. Continuously maintaining the cleanliness at the NHQ CES Offices and its RCEUs in adherence to CPNP’s ICP- Cleanliness in the Office.













5. Continuously conducting Daily Personnel Accounting in front of CES Building as well as On-the-Spot Inspection and Correction relative to LOI Tamang Bihis as part of the CPNP’s ICP- Cleanliness in Ranks.











6. Continuously mobilizing advocacy and support groups as part of the Intensified Cleanliness Policy of the Chief, PNP- Cleanliness in the Community, which is being facilitated by DPCR.












Operational Accomplishments



1. RCEU 1 installed one unit of HF base radio at Tubao MPS, La Union PPO on June 28, 2021 as means of direct radio communications.











2. RCEU 9 together with a team from Security and Surveillance Coordinating Task Force, Zamboanga City reactivated the repeater utilized by their barangays located at the Zamboanga City Economic and Freeport Zone on June 28, 2021.









3. RCEU 11 installed DMR Base Radio at the PNP Quarantine Facilities located at Brgy. Malagos, Baguio District, Davao City on June 28, 2021.










4. RCEU 4A installed two base radios (HF and UHF) and reconfigured the DMR Dispatch Console at PRO 4A on June 29, 2021 in preparation for the activation of its Regional Command Center.










5. RCEU 9 provided communications support and coverage during the visit of SILG Secretary EDUARDO AÑO, Chairperson, NTF-DPAG on June 30, 2021 in Zamboanga City.

The following are the significant accomplishments of CES for the period covered June 21-25, 2021 under the leadership of PBGEN PATRICK T VILLACORTE, Director:


1. Conducted Closing Ceremony of Basic Communications and Electronics Course (BCEC) subsequently followed by the Opening Ceremony of Communications and Electronics Equipment Technician Course (CEETC) on June 22, 2021 with PBGEN BERNARD M BANAC, Director, PNP Training Service.









2. PBGEN PATRICK T VILLACORTE, Director, CES together with PCOL NICK O MENDILLO, Chief of Staff, CES and technical personnel of CES attended the Product Presentation regarding SD-WAN by VeloCloud, which was presided by PBGEN BENJAMIN SANTOS, Chief, PCC held on June 25, 2021 at the PNP Command Center.










3. Continuously maintaining the cleanliness at the NHQ CES Offices and its RCEUs in adherence to CPNP’s ICP- Cleanliness in the Office.













4. Continuously conducting On-the-Spot Inspection and Correction of our personnel relative to LOI Tamang Bihis as part of the CPNP’s ICP- Cleanliness in Ranks.













5. Continuously mobilizing advocacy and support groups as part of the Intensified Cleanliness Policy of the Chief, PNP- Cleanliness in the Community, which is being facilitated by DPCR.












Operational Accomplishments



1. RCEU 4A conducted preventive maintenance of DMR conventional repeater installed at Batangas PPO on June 22, 2021.











2. RCEU 2 conducted preventive maintenance of the DMR conventional repeater installed at Nueva Viscaya PPO and Quirino PPO on June 22, 2021.










3. RCEU 11 proceeded to Davao International Airport (DIA) to check the alignment of CCTV Access Points to ensure seamless connectivity between DIA and PRO 11.










4. Provided Public Address System coverage during the Grand Launching and Oath-taking of International and National Coalition Lingkod Bayan Advocacy Support Groups and Force Multipliers with President Rodrigo Roa Duterte as the Guest of Honor and Speaker on June 25, 2021 at the Multi-Purpose Center, Cam BGen Rafael T. Crame, Quezon City. Said activity was also attended by the CES Command Group, Division Chiefs, RCEUs together with the CES Advocacy Support Groups and Force Multipliers oath-takers via zoom platform.

Administrative Accomplishments

The following are the significant accomplishments of CES for the period covered June 12-18, 2021 under the leadership of PBGEN PATRICK T VILLACORTE, Director:


1. PBGEN PATRICK T VILLACORTE, Director, CES attended the Commemoration of the 123rd Independence Day on June 12, 2021, 8:00 AM at the NHQ Lobby. RCEUs also joined their respective PROs during the aforementioned activity. Other CES personnel watched the same via FB live.









2. NHQ CES and all RCEUs conducted BARANGAYanihan at selected barangays/communities with the support of stakeholders and advocacy groups on June 12, 2021.













3. PBGEN PATRICK T VILLACORTE, Director, CES attended the signing of the MOU regarding the Deed of Grant of Usufractuary Rights between the City Government of Ilagan City, Isabela and the Philippine National Police on June 13, 2021. This was subsequently followed by the Cutting of Ribbon and Blessing of the PNP Recruitment and Training Facilities. The event was held at Isabela Provincial Police Office, Camp Lt. Rosauro D Toda, Jr., Ilagan City, Isabela.







4. PBGEN PATRICK T VILLACORTE, Director, CES conducted surprise inspection at the Regional Communications and Electronics Unit (RCEU) 2, Camp Marcelo A Adduru, Tuguegarao City, Cagayan on June 14, 2021, 9:30 AM, which showed that the said Unit is implementing the CPNP’s Intensified Cleanliness Policy (ICP). Various goods and medical supplies were also provided as part of boosting their morale and welfare.







5. PBGEN PATRICK T VILLACORTE, Director, CES joined the Chief, PNP, members of the PNP Command Group, Directors, D-Staff, NSUs and other PNP personnel during the conduct of Symbolic COVID-19 Vaccination for the A4 Priority Group on June 15, 2021 at the Multi-Purpose Center. Public Address System was also provided during the event.









6. Maintained the cleanliness at the NHQ CES Offices and its RCEUs in adherence to CPNP’s ICP- Cleanliness in the Office.













7. Conducted On-the-Spot Inspection and Correction of our personnel relative to LOI Tamang Bihis as part of the CPNP’s ICP- Cleanliness in Ranks. Implemented the DR system and incorporated community service as sanctions for minor infractions.











8. Continuously mobilizing advocacy and support groups as part of the Intensified Cleanliness Policy of the Chief, PNP- Cleanliness in the Community, which is being facilitated by DPCR.












Operational Accomplishments



1. RCEU NCR installed three base radios at the Advance Command Post, Noli Me Tangere Garden, Rizal Park to support the activities during the 123rd Philippine Independence Day on June 12, 2021.









2. RCEU 3 provided communications support and coverages during the conduct of FIBA Asia Cup 2021 Qualifiers held at Angeles University Foundation Sports, Angeles City, Pampanga from June 16-20, 2021.








3. RCEU 7 installed mobile radio to the issued vehicle of City Director of Lapu-Lapu City Police Office on June 16, 2021.










4. NHQ CES technical team replaced the IP radios for internet connectivity installed at the Philippine National Police Academy, Silang Cavite on June 17, 2021.









5. Provided Public Address System coverage during the Nomination of the Chief, PNP, PGEN GUILLERMO LORENZO T ELEAZAR to the 2020-2021 GUSI Prize at the PNP MPC on June 18, 2021.

Administrative Accomplishments

The following are the significant accomplishments of CES for the period covered June 7-11, 2021 under the leadership of PBGEN PATRICK T VILLACORTE, Director:


1. PBGEN PATRICK T VILLACORTE, Director, CES presided the 3rd Command Video Conference on June 7, 2021, 1:30PM via Zoom Platform, which was attended by the CES Command Group, Division, RCEU and Section Chiefs. Discussed during the conference are the actions taken on the implementation of the CPNP’s Intensified Cleanliness Policy (ICP). Also, RCEUs were inspected virtually to assess whether there is an improvement in their respective offices particularly their Comfort Rooms.






2. Continuously conducting cleanliness drive at NHQ CES offices and its RCEUs in adherence to CPNP’s ICP- Cleanliness in the Community.














3. Continuously conducting On-the-Spot Inspection and Correction of our personnel relative to LOI Tamang Bihis as part of the CPNP’s ICP- Cleanliness in Ranks. Ranks inspection was also conducted on the Search and Rescue (SAR) Uniform on June 9 and 10, respectively.









4. Continuously mobilizing advocacy and support groups as part of the Intensified Cleanliness Policy of the Chief, PNP- Cleanliness in the Community, which is being facilitated by DPCR.












Operational Accomplishments



1. RCEU 4A technical team conducted re-installation and re-configuration on the DMR dispatch console at PTOC, Laguna PPO on June 9, 2021.










2. RCEU 3 participated in the conduct of Communications Exercises for the upcoming FIBA ASIA Cup Qualifier 2021 on June 9, 2021 at Camp Captain Julian Olivas , San Fernando, Pampanga. Said Unit with NHQ CES personnel also installed CCTV cameras at various strategic locations in Angeles University Foundation to be used during the activity.







3. Gently reminded some violators on the non-wearing of facemasks and thereafter distributed the same in observance of the minimum health standard protocol.







CES CONDUCTS INSPECTION IN RANKS (FSU Uniform)

PBGEN PATRICK T VILLACORTE, Director, CES presided the 3rd Command Conference via zoom platform on June 7, 2021, 1:30PM hosted at the CES Conference Room. This was participated by the membeCES conducted inspection in ranks to all NHQ-based personnel wearing the prescribed Search and Rescue (SAR) Uniform on June 8 and 9, 2021 respectively as part of the Intensified Cleanliness Policy (ICP) of the Chief, PNP, PGEN GUILLERMO LORENO T ELEAZAR. This activity is being conducted to check the compliance of our personnel to LOI Tamang Bihis. Same activity is also being replicated in all its RCEUs.rs of the Command Group, Division, Regional Communications and Electronics Units (RCEU) and Section Chiefs.



CES HOLDS ITS 3nd COMMAND CONFERENCE

PBGEN PATRICK T VILLACORTE, Director, CES presided the 3rd Command Conference via zoom platform on June 7, 2021, 1:30PM hosted at the CES Conference Room. This was participated by the members of the Command Group, Division, Regional Communications and Electronics Units (RCEU) and Section Chiefs.

The highlights of the activity are the presentations from RCEUs 2, 6 and 9 with emphasis on the Repeater Sites Mapping, Updates on the DMR Repeater Sites (Phase 3), Accomplishments on the Intensified Cleanliness Policy (ICP) of the Chief, PNP and Virtual Inspection on the personnel, facilities and offices. As an over-all assessment, all RCEUs have done well in the past two months since his designation as Director, CES.

PBGEN VILLACORTE reminded the participants to always exercise their leadership. He again reiterated the “Broken Window Theory” as reference in the implementation of the CPNP’s ICP. He even cited what he learned from the then PMGEN LEOPOLDO BATAOIL (Ret), now Congressman of Pangansinan, which is Stay “S.A.F.E”- Police Officers should be Seen, Accommodating, Felt and Experienced. He encouraged all of the attendees to actively participate in PCR activities to win the hearts and minds of the community.

1. PBGEN PATRICK T VILLACORTE, Director, CES together with PCOL NICK O MENDILLO, Chief of Staff, CES conducted surprise inspection at RCEU 4A, Camp Vicente Lim, Calamba, Laguna on June 1, 2021 to check the implementation of the Intensified Cleanliness Policy (ICP) of the Chief, PNP.









2. Conducted cleanliness drive at NHQ CES offices and its RCEUs in adherence to CPNP’s ICP.














3. Continuously mobilizing advocacy and support groups as part of the Intensified Cleanliness Policy of the Chief, PNP- Cleanliness in the Community, which is being facilitated by DPCR.












Operational Accomplishments



1. All Regional Communications and Electronics Units (RCEUs) conducted accounting of Rapid Emergency Telecommunications Team (RETT) members including communications assets and accessories for possible deployment in response to Tropical Storm Dante starting June 1, 2021.







2. RCEU 1 installed UHF base radios at Infanta MPS and Agno MPS, Pangasinan on June 1, 2021.












3. RCEU 11 installed IP radios/access point at Davao City International Airport to allow high speed data transfer from the CCTV camera with facial recognition on June 2, 2021.









4. RCEU 8 installed HF radio to San Jose Buan MPS, Samar as means of direct communications with its PPO and vice versa.










5. Gently reminded some violators on the non-wearing of facemasks and thereafter distributed the same as part in observing the minimum health standards.







DIRECTOR, CES CONDUCTS SURPRISE INSPECTION IN RCEU 4A

Following the surprise inspection conducted in RCEU NCR in line with the Intensified Cleanliness Policy (ICP) of the Chief, PNP, PGEN GUILLERMO LORENZO T ELEAZAR, PBGEN PATRICK T VILLACORTE, Director, CES together with PCOL NICK O MENDILLO, Chief of Staff, CES, PLTCOL CHRISTEL MARIE C NOBLEZA, Chief, PIO, and PLTCOL ALEX ABONITA, Chief, BFO also visited RCEU 4A on June 1, 2021.

PBGEN VILLACORTE was impressed with the cleanliness in the Office of RCEU 4A. He also talked to the men and women of the said Regional Office reiterating the Chief, PNP’s ICP and emphasizing the “Broken Window Theory”. He reminded PLTCOL GIOVANNI BASILIO, Chief, RCEU 4A to always supervise his personnel in the performance of their respective duties.

The activity ended with a visit with PBGEN YSMAEL S. YU, DRDA, PRO 4A.



DIRECTOR, CES CONDUCTS SURPRISE INSPECTION TO RCEU NCR

On May 26, 2021, 2:00 PM, PBGEN PATRICK T VILLACORTE, Director, CES together with PCOL NICK O MENDILLO, Chief of Staff, CES conducted surprise inspection to Regional Communications and Electronics Unit (RCEU) NCR in line with the Intensified Cleanliness Policy (ICP) of the Chief, PNP, PGEN GUILLERMO LORENZO T ELEAZAR.

PBGEN VILLACORTE talked to the men and women of RCEU NCR emphasizing therein the directives of the Chief, PNP particularly on ICP. He reminded everyone to always adhere to all policies of the Higher Headquarters as reflection of the performance of our Unit. As an over-all assessment, RCEU NCR adhered to the PNP ICP. PCOL LEO LIBUNAO, Chief, RCEU NCR assured our Director, CES that he will continuously supervise all the activities of their Office in order to successfully contribute in the attainment of our objectives.

The activity ended with a visit with PBGEN JON ARNALDO, DRDO, NCRPO.



CES PARTICIPATED IN THE CONDUCT OF SIMULTANEOUS BARANGAYANIHAN

On May 29, 2021, the PNP Communications and Electronics Service (CES) and its 17 Regional Communications and Electronics Units (RCEUs) participated in the conduct of simultaneous BARANGAYanihan, which was initiated by the Directorate for Police Community Relations (DPCR) through the leadership of PMGEN RHODEL O SERMONIA, TDPCR

The PNP’s BARANGAYanihan is part of the police community programs that would enhance the Bayanihan Spirit of helping one another, especially this time of COVID-19 pandemic. The activity was also participated by all PROs/PPOs/CPOs and MPs including NSUs nationwide.







CES CONDUCTS INSPECTION IN RANKS

In line with the Intensified Cleanliness Policy (ICP) of the Chief, PNP, PGEN GUILLERMO LORENO T ELEAZAR; CES conducted inspection in ranks to all its NHQ-based personnel on May 26, 2021, wearing the prescribed GOA type “B” uniform with new rank insignias for PNCOs. Same activity was replicated in all its RCEUs.



OPENING OF BASIC COMMUNICATIONS AND ELECTRONICS COURSE

The PNP Communications and Electronics Service (CES) opens its first Basic Communications and Electronics Course for CY 2021 on May 25, 2021, 9:00 AM via zoom application after the implementation of Enhanced Community Quarantine (ECQ) and Modified ECQ in NCR Plus bubble. The Opening of the said course was graced by PBGEN BERNARD M BANAC, Director, PNP Training Service. The conduct of this training will further enhance the knowledge and capabilities of personnel assigned with CES, particularly those newly designated patrolmen/women.

PBGEN PATRICK T VILLACORTE, Director, CES challenged the 55 participants from various Regional Communications and Electronics Units (RCEUs) nationwide to participate actively during their scheduled classes as the PNP expects much of the technical expertise of CES personnel. PBGEN VILLACORTE said- “Challenge yourselves and be completely aware that the smooth communication operations of the PNP units you are serving and the PNP in general depends on your dynamic performance either as radio equipment, CCTV, or PAS operators and technicians”.

PBGEN VILLACORTE thanked the members of CES Command Group, PCOL ARCADIO L RONQUILLO JR, Deputy Director, PCOL NICK O MENDILLO, Chief of Staff, CES and PCOL HILARIO CLARO S DE VILLA, Chief, Research and Development and Training Division (RDTD) and his team for facilitating the conduct of the said activity. He instructed RDTD for the Opening of another class in order to cater the training needs of our personnel.





CES SIGNIFICANT ACCOMPLISHMENTS

(Period Covered: May 17-21, 2021)

Under the leadership of PBGEN PATRICK T VILLACORTE, CES has the following significant accomplishments for the period May 10-14, 2021:


1. RCEU 8 installed HF Radios to selected MPS in Samar PPO on May 17, 2021.














2. PBGEN PATRICK T VILLACORTE, Director, CES together with PBGEN BENJAMIN SANTOS, Chief, PCC and other personnel of CES conducted inspection of DMR repeater site located at Mt. Arayat, Magalang, Pampanga on May 18, 2021 via PNP Air Bus H125 helicopter. Tree planting activities were also conducted with the NHQ CES, RCEU 3 personnel and SAF Air Unit helicopter crew.








3. RCEU 1 and COR conducted preventive maintenance at the PNP repeater site located at Sto. Tomas, Benguet on May 19, 2021.














4. All RCEUs conducted oath-taking to the CES Advocacy and Support Group in support to the ELCAC activities of the PNP through the DPCR.











5. All RCEUs conducted BARANGAYanihan in their respective AORs to support the project of the PNP, particularly during the pandemic.











6. Conducted cleanliness drive at NHQ CES offices and its RCEUs in adherence to the Intensified Cleanliness Policy (ICP) of the Chief, PNP.









CES SIGNIFICANT ACCOMPLISHMENTS

(Period Covered: May 10-14, 2021)

Under the leadership of PBGEN PATRICK T VILLACORTE, CES has the following significant accomplishments for the period May 10-14, 2021:


1. Conducted the 2nd CES Command Conference on May 10, 2021, 2:00 PM highlighting therein our actions to be undertaken relative to the Intensified Communications Policy (ICP) and other instructions of the CPNP. This was participated by all Chiefs, Divisions and RCEUs of this Unit.









2. RCEU 7 conducted lecture/seminar regarding the use of manpack radio (CODAN) to the personnel of 703rd Mobile Force Company, RMFB 7 on May 7, 2021.












3. RCEU 8 installed one HF base radio in Samar on May 11, 2021 as means of direct communications to and from its Provincial Office and RTOC, PRO 8.













4. RCEU 5 installed one UHF base radio at one of the MPS of Sorsogon on May 12, 2021.











5. Participated in the Simultaneous Launching of the Barangayanihan Food and Help Bank held in front of the NHQ Lobby Camp BGen Rafael T Crame, Quezon City on May 14, 2021, 9:00 AM.









CES SUPPORTS THE PNP BARANGAYANIHAN HELP AND FOOD BANK PROJECT

On May 14, 2021, 9:00 AM, the PNP Communications and Electronics Service (CES) together with its stakeholders contributed various items to the Directorate for Police Community Relations (DPCR) and Police Community Affairs and Development Group (PCADG) for the Simultaneous Launching of the PNP Barangayanihan Help and Food Bank Project in front of the NHQ Lobby Camp BGen Rafael t Crame, Quezon City and in all Police Regional Offices (PROs) nationwide. This project is designed as a proactive response to the current pandemic that brings with it economic, health and other problems. PGEN GULLERMO LORENZO T ELEAZAR, Chief, PNP envisions this as a showcase of the Bayanihan spirit, that is a hallmark of the Filipino resilience and compassionate culture. This was also supported by our Regional Communications and Electronics Units (RCEUs) nationwide.



CES C.L.E.A.R. PROJECT SIGNIFIES ADHERENCE TO THE INTENSIFIED CLEANLINESS POLICY (ICP) OF THE CPNP


One of the focus directives of the newly installed Chief, PNP, PGEN GUILLERMO LORENZO T ELEAZAR is the implementation of the Intesified Cleanliness Policy (ICP), which emphasizes the programs to be undertaken for the cleanliness of PNP Offices/Stations, ranks and community. Long before its implementation, the PNP Communications and Electronics Service (CES), is already executing such related activities as it continuously provides communications support to the organization.

One of which is the C.L.E.A.R (Communications Lines Enhancement and Removal) Project initiated by the then former Director, CES, PBGEN CONRADO P GONGON JR, and further completed under the management and supervision of PBGEN PATRICK T VILLACORTE, who has just assumed as Director, CES on April 5, 2021.


Most of the existing communications lines inside the PNP National Headquarters including its Regional Offices are intertwined and unorganized causing not just an eyesore but also cable congestion leading to inefficiency in terms of troubleshooting and future cable installations. Moreover, these tangled or ‘spaghetti’ wires can cause cable strain, interferen ces and network connection loss, among others. This prompted CES to create a team for the C.L.E.A.R. Project, which aims to organize communications lines and remove inactive dangling wires to clear these eyesores not just inside Camp BGen Rafael T Crame but in all PROs nationwide through the Regional Communications and Electronics Units (RCEUs). The implementation include cable tying, fastening and bundling with our detailed technical team using tools and personal protective equipment (PPE) such as gloves and safety harness. CES also requested for the use of the man lift trucks of DPWH during the project execution. This initiative in collaborating with other agencies such as DPWH strengthens the ties between CES and the latter not just during the project implementation but also in future undertakings such as installation of CCTV cameras, and the like.

The orderliness of these lines/wires/cables as part of the cleanliness inside camps reflect how well the communications services of the PNP deliver its mandate through an organized platform where the roadmap of CES is being developed, laid and executed. With this, CES C.L.E.A.R Project signifies adherence to CPNP’s ICP!

CES SIGNIFICANT ACCOMPLISHMENTS

(Period Covered: May 1-7, 2021)

Under the leadership of PBGEN PATRICK T VILLACORTE, CES has the following significant accomplishments for the period May 1-7, 2021:


1. NHQ CES and its 17 RCEUs provided communications support to all PNP activities during the Labor Day Celebration on May 1, 2021. RCEU NCR installed 5 base radios and issued 8 handheld radios to various tasked units in NCRPO during the event.









2. RCEU 6 repaired and installed one High Frequency (HF) base radio at Sipalay MPS, Negros Occidental PPO on May 3, 2021 as means of direct communications to its PPO.












3. RCEU 10 reactivated the DMR Smart dispatch console to the new office of Regional Tactical Operations Center (RTOC), PRO 10 on May 4, 2021.













4. Provided communications support and coverage during the Change of Command Ceremony and Retirement Honors of PGEN DEBOLD M SINAS on May 7, 2021, 2:00PM at the Multi-Purpose Center (MPC).

(Period Covered: April 26-30, 2021)

Under the leadership of PBGEN PATRICK T VILLACORTE, CES has the following significant accomplishments for the period April 26-30, 2021:


1. RCEU 11 installed VSAT Internet Link together with the technical representatives from iTERA GLOBAL I.T. SOLUTIONS CORP. at Davao del Sur PPO (Baluyan Site) and Davao del Norte PPO (Tagum Site) to connect their existing conventional repeaters to the Regional Integrated Command Center in PRO 11. The connectivity will allow direct radio communications from the aforementioned PPOs to the Regional Office and vice versa.







2. RCEU 1 installed one High Frequency (HF) base radio at 3rd Manuever Platoon, 101 Maneuver Coy, RMFB 1 located at Brgy. Maananting, Solsona, Ilocos Norte and established radio contact with its Provincial Mobile Force Company and RCEU 1, respectively. HF radios are designed for use for long range communications.









3. Started decommissioning the analog telephony system (Private Automatic Branch Exchange or PABX) installed at various PNP units inside Camp BGen Rafael T Crame. This was being replaced by the newly implemented digital telephony system (Internet Protocol Private Branch Exchange or IP-PBX).










4. Completed 39.63% on the conduct of Info Drive to all Crame-based PNP units/Offices regarding the basic use and troubleshooting of IPPBX phones; inventory of the same equipment and posting of “Free Wi-fi Access” posters/stickers at various locations inside the camp.











5. Completed the Communications Lines Enhancement And Removal (C.L.E.A.R.) Project, which aimed to organize all sagging cables/wires laid out by various service providers inside the camp. The project was also replicated in all PROs through our RCEUs.



















CES SIGNIFICANT ACCOMPLISHMENTS

(Period Covered: April 19-23, 2021)

Under the leadership of PBGEN PATRICK T VILLACORTE, CES has the following significant accomplishments for the period April 19-23, 2021:

1. RCEU 11 technical team installed one unit of DMR repeater with communications link to access the PRO 11 trunking system at Tagum City Risk Reduction Management Office, Tagum City, Davao del Norte on April 19, 2021. This is to extend the area coverage of DMR within the AOR of Davao del Norte. Handheld and base radios were also reprogrammed for the said purpose.


2. NHQ CES technical personnel installed 58 Mbps Internet Connectivity at PNPA for use during the PNPA 42nd Commencement Exercise with President RODRIGO ROA DUTERTE as Guest of Honor and Speaker on April 22, 2021. RCEU 4A assisted in the provision of communications support and coverage during the event.


3. PLTCOL ARCADIO L RONQUILLO JR, Deputy Director, CES spearheaded the conduct of tree planting activities together with NHQ CES and RCEU 4A personnel at Brgy. Pioquinto, Malvar, Batangas on April 23, 2021.





4. NHQ CES personnel is currently conducting information drive to various PNP Units inside the Camp regarding the basic operations and troubleshooting of the newly implemented Internet Protocol Private Branch Exchange (IPPBX). Further, the availability of Crame Free Wi-fi Access at strategic locations are being disseminated, which will cater the need of the PNP clients transacting inside the camp.

TEAM CES welcomes with great pride its 30th Director, PBGEN PATRICK TOLEDO VILLACORTE on April 5, 2021. He was appointed as such pursuant to GO NHQ-GO-DES-2021-748 dated April 4, 2021 . Prior to his appointment, he was the Deputy Regional Director for Administration of Police Regional Office 6. He is a member of the PMA “Sambisig” Class of 1991.


Upon his assumption, a Command Conference was conducted on April 7, 2021, which was participated by the members of the Command Group, Division and Regional Communications and Electronics Office (RCEU) Chiefs. The activity was highlighted with the presentation about CES (Information Briefing) as well as all plans and programs of the Unit. Selected RCEU Chiefs also presented their projects to Director, CES.

PCOL ARCADIO L RONQUILLO JR, Deputy Director, CES and PCOL NICK O MENDILLO, Chief of Staff, CES said - “We assure our new Director our unwavering faith in his ability and wealth of experience, which will steer the CES to greater heights. PBGEN VILLACORTE acknowledged the efforts accorded to him while he was being welcomed by TEAM CES in his new position. He pledged his commitment to support all endeavours and ongoing/upcoming projects of the Unit. He also urged all CES personnel to work as a team as together; we will attain our mandated tasks.



Relocation of Hytera DMR Repeater System

RCEU BAR – The Technical Team of Regional Communications and Electronics Unit Bangsamoro Autonomous Region (RCEU BAR) headed by PLTCOL EDGARDO M MOLINA, Officer-In-Charge of the said Office, relocated the Hytera DMR Repeater System on February 18, 2021 from Brgy. Colonia, Lamitan City, Basilan to Mt. Dulian, Upper Bunguiao, Zamboanga City.

Digital Mobile Radio (DMR) is a state-of-the-art radio communications system being used by the PNP organization to provide radio coverage to police officers in the field. RCEU BAR, being a technical unit, is mandated to provide technical support to line units and as per assessment, the DMR Repeater System needed to be transferred to improve its performance. The transfer of the said repeater system to Mt. Dulian shows that it provides better coverage as proved by the measured Radio Signal Strength of -87 RSSI.



PNP REACTIONARY STANDBY SUPPORT FORCE (RSSF)

Camp Crame – The Philippine National Police has activated its Reactionary Standby Support Force (RSSF), to assist in the implementation of the health protocols amid the coronavirus disease 2019 (Covid-19) pandemic. The Communications and Electronics Service deployed 15 strong men to the Philippine International Convention Center (PICC) located.















PNP CES CONDUCTED FOUR (4) DAYS ONLINE SEMINAR ON CODAN MANPACK TACTICAL RADIO

Camp Crame – A Four (4) days Online Seminar on Codan Manpack Tactical Radio was conducted to several Communications and Electronics Service personnel based in NHQ as well as in the different Regional CES Offices. High Frequency (HF) Radio fundamentals, key functions, programming or Test Program Set (TPS), antenna configuration, as well as tuning were tackled including some demonstration as practice. Codan is a well-established company that maintains quality assurance systems approved with ISO standards making their products very reliable. Codan HF Manpack Tactical Radios are designed for long-distance and remote communications needs while on the move vital for both emergency and internal security operations.

The seminar was held on February 23 to March 1, 2021 at CES Social Hall, Camp BGen Rafael T Crame, Quezon City with Engr. Ma. Cecilia O Rivera and Mr. Jensen Byrnes of Triton Communications Corporation as Guest Lecturers. This training ensures the continuing commitment of this Service to produce competent instructors and radio operators.

Digital Trunked Radio System Training

In the conduct of the Final Inspection and Acceptance of the project “Delivery and Installation of 2 Units Digital Trunked Radio System (DTRS), the 17 PNP-CES personnel were trained of the following topics and subjects:

a. Installation Procedure;
          b. Commissioning Procedure;
          c. Operation Procedures; and
          d. Troubleshooting and Maintenance Procedures.

Said training was conducted on February 15 to 19, 2021 at CES-NHQ Social Hall, Camp BGen Rafael T Crame, Quezon City by Engr. Pete S Gamboa, Jr – General Manager of Railworks Corporation, Engr. Cezar Neil G Coronia - Senior Engineer and Engr. Christopher G Buluran – Service Engineer of Hytera Communications Corp LTd.





Donation of Face Shields

On February 19, 2021, Communications and Electronics Service received a total number of 125, 000 sets of face shields which were donated by Trends and Technologies Inc. delivered at Camp BGen Rafael T Crame, Quezon City. Said face shields will be distributed to CES personnel from NHQ, RCEU 1, RCEU 2, RCEU 3, RCEU 4A, RCEU 4B, RCEU 5, RCEU COR and RCEU NCR.

The PNP IPPBX

The Internet Protocol-Private Branch Exchange or IP-PBX of PNP CES is a digital telephony system that provides connectivity over IP data networks within Camp Crame. With its 2000 line capacity distributed in all offices within Camp Crame, the IPPBX not only delivers quality telephone services but serves as an IT infrastructure backbone that caters a wide array of applications such as paging system, video calls, and internet connectivity inside the camp. All IP phones come with internet connection by simply plugging-in the computer to its PC port with the use of RJ-45 patch cable.



Technology Update Seminar

In today’s fast-changing global technological advancements, the PNPCES provided the engineers and technicians of this Service a seminar on basic LTE architecture entitled “LTE 101”. The seminar was held on January 20, 2021, attended by 63 personnel composed of 30 physically present participants and 33 participants via Zoom. The guest lecturers are Engr. Jason A Cornellio and Engr. Joearch Bienvinido of Technovia Communication Information Solutions. LTE (Long Term Evolution) is fourth-generation wireless broadband communication for mobile devices and data terminals used in cellular telephony. LTE’s main use is to provide a high data rate, low latency, and packet optimized radio access technology supporting flexible bandwidth deployments. At the same time, its network architecture has been designed to support packet-switched traffic with seamless mobility and great quality of service. The lecture focuses on basic LTE operation, architecture, equipment list, scalability, and other applications. This training will help the technical personnel of PNP CES to formulate plans and designs in the future in case the PNP will adopt LTE as one of its communications infrastructures.

PBGEN CONRADO P GONGON, JR Director of the PNP Communications and Electronics Service added that the promotion comes along with new tasks and challenges but he is confident that the promotees will be able to manage whatever challenges comes their way.

PNPCES, Camp Crame, Quezon City January 15, 2020 - The Public Safety Savings and Loans Association, Inc. (PSSLAI) donated to the PNP CES two (2) brand new desktop computers, 2 (two) CPUs, and two (2) printers. PSSLAI representative Ms. Joan Paguia, Branch Head-Crame led the turn-over ceremony of computers at the PNPCES Social Hall through the presence of PMAJ CRYSLER BENEDICTO, Chief, Logistics Section. The donated computers will benefit the PNP CES and some of its Regional Communications and Electronics Units (RCEUs). The donation is part of the PSSLAI’s pledge support efforts to help the PNP in its logistical requirement.



Removal of Dangling Wires inside Camp Crame

With the acquisition of the state-of-the-art Internet Protocol-based Private Branch Exchange (IPPBX), the Installation and Maintenance Division (IMD) of PNPCES has taken initiative to remove the dangling wires inside Camp Crame. The dangling wires are inactive lines from the old 2000 line capacity EPABX telephony system that was installed in 1998. Aside from the telephone lines, technicians from PNP CES removed the inactive power cables, cable TV wires and fiber optic cables in order to lessen the sagging wires between poles. The Department of Public Works and Highways (DPWH) and the Armed Forces of the Philippines are instrumental in lending to the PNPCES their man-lift trucks needed in removal of dangling wires inside the camp.

The leadership of PGEN DEBOLD M SINAS initiated the Voltes V concept that involves the community, different government agencies and the PNP by working together as one. With this, the PNPCES along with other National Support Units (NSUs) of the PNP, “volted-in” by displaying the Voltes V logo in every offices as a symbol of unity. Just like the TV series in which every Voltes V member serves a specific function, PNP CES is vital in “volting-in” together the different PNP Offices by providing voice and data connectivity needed in support to achieve the PNP’s mission of keeping the community safe.

Camp Crame, Quezon City, November 11, 2020 – In line with the thrust of the Philippine National Police on the aspect of skills development, the Communications and Electronics Service launched the Online Basic Communications and Electronics Course to upgrade the knowledge and skills of its personnel.

“As we perform our tasks of providing communications support to the Philippine National Police, we must also continuously upgrade our knowledge and skills in the aspect of communications technology in order for us to function well in our mandated responsibilities.”, PBGEN JOEY B RUNES, CES Director, said during the course’s opening ceremony last October 20.

The 20-day course, participated in by 50 CES personnel from the National Headquarters and Regional Communications and Electronics Units, aims to provide the participants basic background and information, along with the latest trends, on communications and electronics technology.

“With the present COVID-19 pandemic, we all know that communications plays a vital role in the command and control aspect especially in relaying important information and instructions for immediate police actions and response”, the CES Director added.

Adapting to the new normal form of learning, PBGEN RUNES also requested the students to pay utmost attention and actively participate in the discussions while their instructors shares their knowledge, expertise and experience on the field of communications and electronics technology.

“We shall continue to provide an efficient and effective communications support to the PNP to the best of our abilities”, said PBGEN JOEY B RUNES, Director of the PNP Communications and Electronics Service.

The Director added that CES will support the 9-Point agenda laid out by the new PNP chief during his first Command Conference last September 3 as PGEN CASCOLAN bared his plans to fully implement the PNP modernization program 2030 with high impact results and long-term victories through the roadmap PNP P.A.T.R.O.L. Thereafter, the relief operations team went to Talisay MPS and gave the remaining packages to the most affected personnel including the 13 years civilian volunteer/striker at the said MPS who is also residing nearby Taal Lake.

The PNP Communications and Electronics Service conduct the CES Family Conference on March 24-28, 2014 at CES Social Hall, Camp Crame Quezon City.

The CES Family Conference serves as a venue for ideas, strategies, and programs were reviewed in order to achieve the full implementation as well as promotion of the CES Commitment to the PNP PATROL PLAN 2030 enhanced by PNP Chief, PDG ALAN LA MADRID PURISIMA’s strategic focus “CODE-P: 2030 and beyond”.

The Family Conference concluded with a challenge by CES Director, PCSUPT RODEL DUTERTE CALUNGSUD that it is the continuing effort of CES to provide sustainable and effective means of communications to the Philippine National Police.



“CES Policewomen on Handgun Marksmanship Test”

As part of Gender and Development Program, the Marksmanship Test for female uniformed personnel was initiated by Communications Development and Training Division (CDTD) of CES which aims to ensure proficiency on proper handling and usage of hand gun.

In line with this, the policewomen of PNP Communication and Electronics Service composed of three (3) PCOs and twenty-three (23) PNCOs have undergone Handgun Qualification Marksmanship Test Phase II at PNP Training Service on April 2, 2014.

Prior to the actual Marksmanship Test, the participants were given orientation on the cardinal rules of gun safety. It was followed by dry firing exercises supervised by SPO4 Rey Ventigan, Range Officer of PNPTS.

All participants were given twenty-three (23) rounds of 9mm ammunitions and perform shooting on freestyle, stronghand, weakhand, kneeling position and shooting on the move on a time pressured sequence.

The PNPCES plays a very important role in providing communications support in the historic signing of the Comprehensive Agreement on the Bangsamoro. The Technical Team from CES installed communications equipment to the Advance Command Post at Sofitel Hotel, Pasay City on March 26, 2014 with PSINSP MARVIN C VINLUAN as team leader. The PNPCES was assigned in providing communications support thru monitoring activities such as movement during the arrival and departure of the delegates to the area of the event. The installed communication equipments are as follows: five (5) UHF base radios and issued thirty-four (34) handheld radios to different tasked Units.

“Our commitment for the year 2015 is that the men and women of CES will continue its mandate to provide reliable and effective means of communications from NHQ down to various police units (vice-versa) for a well connected PNP”.





“CES on GLOCK 17 Proficiency Test”

On January 9, 2013 personnel from Communication and Electronics Service have undergone a (1) one day GLOCK 17 Proficiency Test at the Firing Range PNP Training Service, Camp Crame, Quezon City.

Before the start of the Proficiency Test, SPO3 Richard Herrera (Range Officer of the PNPTS) discussed the importance of the (4) Cardinal Rules of Gun Safety as well as the safety features of the pistol. It was followed by the demonstration of assembly and disassembly process/procedure for GLOCK 17 including the proper maintenance of the pistol as part of familiarization.

The entire participant performed Dry Firing Exercises after SPO3 Bernabe Lesner demonstrated the fundamentals of handgun shooting.

Each participant was provided with (14) fourteen rounds of 9mm ammunition. On which (4) four rounds was for diagnostics and (5) round each for 5 and 10 meters distance on a time pressured freestyle shooting.

The Proficiency Test was participated by (42) forty-two CES Personnel wherein (12) twelve were Police Commission Officers and thirty (30) Police Non Commission Officers.



Importance of Communication System
becomes clear in “Super Typhoon Yolanda”

As we all know, the effect of Super Typhoon Yolanda (Haiyan) make its way to prove how significant is the communication system as it brings total damages to facilities and infrastructures specifically in Region 8 which leads to identify it as the strongest storm ever known to make landfall and the fourth strongest storm ever recorded in the world with average strength of 195 mph (314 kph) at landfall.

Right after the landfall of Super Typhoon Yolanda, its effect causes total communication black-out in Region 8. During the height of identifying the situation in the area, the Communication and Electronics Service makes it way to immediately respond in providing communication link in the area. On November 11, 2013, the CES technical team (SPO4 Ireneo and PO1 Alicer) proceeded to Tacloban Area to install Motorola (XTL) UHF base radio and Codan (HF) Base Radio at Tacloban ACP (Sportscomplex) and Tacloban Command Post (Asia Star Hotel).

It was preceeded by the installation of Broadband satellite communication to provide telephone communication through Voice Over IP (VOIP). A total of four (4) VOIP telephone set was used in the area for coordination at PNPNHQ DMRPTG ACP in Tacloban Sports Center, Tacloban City. A total of fifty nine (59) UHF Motorola handheld radios were distributed, five (5) UHF Motorola Base Radios and four (4) CODAN HF radios were installed in Tacloban CPS, Leyte PPO, Guiuan PS, and Palo MPS.
