The seal of the PNP Communications and Electronics Service (PNPCES) is composed of horn (Tambuli), torch, lightning flash all imbedded in white circle with CES word above meaning Communications and Electronics Service. Outside the circle (at the back) is a bolo and a spear crossed with each other. Below the circle is leaves and the word “GET EM THRU”. All items are enclosed in the Kalasag (Shield) with red and brown color.
The following are the descriptions and symbolism of the different components of the PNP CES logo:
TORCH (SULO) – It has a red flame with a tampering brown handle and set vertical along the center, superimposing a lighting flash. The handle extends to the base and the flame occupying the center chief.
The torch symbolizes the means of communications by emitting light as the simplest device of signaling communication directly to the eye. It signifies a passing of information or signal/communication generated by the human hand, making use of the visual sense organ. The torch provides the guiding light or the unifying force that synchronizes command and control in the battlefields or in the garrisons. The torch handle with bar codes signifies the advent of technology which has influenced the evolution of communications.
Fire is the source of energy that kindles the spirit of Filipino nationalism among the Police who willingly sacrifice their lives in the altar of duty to protect our country and uphold its integrity so that it shall continue to exist as a sovereign nation free from foreign control. The fire has three lobes signifying the three regions of the country; Luzon, Visayas and Mindanao.
LIGHTNING FLASH – It is yellow in color and crosses the torch diagonally from upper right to lower left direction. It symbolizes electrical impulses or the passing of information through electronics the modern medium of communications.
HORN or “TAMBULI” – It is black in color and crosses the torch at the center in opposite direction to that of the lightning flash. The mouthpiece is at the upper left portion and the concave body extends downwards to the right. Three (3) upper oval chains are visible from the mouthpiece to the shoulder of the torch with the remaining chains partly hidden by the lighting flash. The “Tambuli” represents the means of police communications by sound.
The “Tambuli” was one of the main signaling instruments of early Filipino inhabitants, which was used to gather farm hands, flocks of cattle or other signaling requirements such as alarming townsfolk of a forthcoming danger. In the absence of electric power, the torch was traditional source of light among rural Filipino communities to guide them especially at night. The Lightning flash was added to symbolize the advances in electronics technology which dramatically changed the lifestyles of several primitive and developing societies.
TAMBULI is a Filipino word for Carabao horn or conch which people used in the old days to call or send messages to other villagers for an important event over wide distances. It is one of them in signaling instruments of early Filipinos to gather farm lands, flocks of cattle or other requirements such as alarming townsfolk of a forthcoming danger. It is known by other m\names in different places; BUDYONG in Bikol and in Iloilo, TAMBUYONG in Pangasinan, TANGGUYOB in Ilocano, KOGAO in Ifugao, BUJONG in Cebuano, TANDOK in the Muslim areas and many more. While large seashells were used in some areas, most TAMBULI are made of Carabao or Bull Horns emptied of its contents and fashioned with a small opening at the tapering end which serves as mouthpiece.
WHITE CIRCLE - It serves as background of the unit logo. White is the color that symbolizes peace.
The circle signifies mobility, coordination, and the unit effort in the accomplishment of the unit’s mission.
SHIELD The symbol of the Philippine Constabulary, the first National Police by virtue of Organic Act No. 175, enacted by the Philippine Commission on 18 July 1901. The Philippine Constabulary for the close to 90 years of service to the nation has performed with honor, professionalism and courage. The PC has carved out a large part of the glorious pages of Philippine history, as attested by its proudly and deservedly garnering 86 of the 92 "Medals of Valor" the highest honor that a grateful Filipino nation can bestow on its gallant sons in the service of the Republic. Most appropriately therefore, the Philippine Constabulary became the nucleus of the Integrated National Police in 1975 to nurture the then embryonic concept of the nationalization of the country's local police forces.
LAUREL Green Laurel with 14 leaves, symbolizes the 14 Regional Commands. It is also a symbol of the honor, dignity and the privilege of being a member of a noble organization where the call to public service is par excellence a commitment to public trust.
The "KAMPILAN” & “SIBAT” the symbol of native and old weaponry used by the early Filipinos in the defense of the motherland and it is also the embodiment of genuine attributes of leadership, courage, nationalism and bravery.
